MUMBAI: Questioning the state for proposing “obscure’’ terms of reference for an independent panel to probe the Kamala Mills fire, the Bombay top court on Monday made it transparent that problems will probably be confined only to the blaze that killed 14 persons.

A bench of Justices Shantanu Kemkar and RG Ketkar requested the state what it intended by proposing land factor of “mill staff’’ as a terms of reference. The state govt pleader Purnima Kantharia submitted five points as terms of reference. Last month the HC whilst hearing a PIL filed by former peak cop Julio Rebeiro for a probe into the fire, had appointed an independent panel to be headed by a retired HC pass judgement on.
