AIZAWL: Mizoram plunged into an extraordinary disaster after the Election Commission on Friday transferred out state predominant secretary of home division for "interfering with electoral process". The transfer used to be made in response to a complaint from the executive electoral officer.
The influential NGOs served an ultimatum to the CEO to go away the state through November 5. The state is going to polls on November 28.
The commission appointed Lalriliana Fanai, a 1997 batch IAS officer, as the house secretary in place of predominant secretary Lalnunmawia Chuaungo, a Gujarat cadre IAS officer on deputation to Mizoram, whose services had been now put under ministry of home affairs. The EC additional ordered that Chuanugo would not be assigned any work on the subject of Mizoram or deputed to Mizoram until the election process used to be over on December 13.
The commission in its order mentioned, "the continuance of Lalnunmawia Chuaungo as the principal secretary (home) in state government of Mizoram will have adverse effect on conduct of smooth, free and fair election process in Mizoram."

The Bru people have lived in Tripura for long and they should return to Mizoram where they are enlisted as voters to cast their votes. Giving them special permission to vote from their camps in another state is totally unethical. The principal secretary is a Mizo man and like all other Mizos he also thought in the same way that the Brus should come to Mizoram to cast their votes in person."
He mentioned that during 2014 the Election Commission of India had given an order that arrangements should be made to facilitate the entire Bru citizens of Mizoram dwelling in Tripura relief camps to workout their franchise inside Mizoram.
The EC at present is exploring three choices for the Bru citizens in Tripura—permitting them to vote in Mizoram villages from the place they registsered as citizens, voting in designated polling station at the inter-state border, and voting in Tripura camps thru postal ballots.
