9 tribal districts get special development councils

Bhubaneswar: Chief minister Naveen Patnaik on Friday launched the particular development councils for 9 tribal-dominated districts within the state.
Mayurbhanj, Keonjhar, Sundargarh, Kandhamal, Gajapati, Koraput, Rayagada, Malkangiri and Nabarangpur are the 9 districts which will have the councils. In these districts tribals form round 50 according to cent of the population. Odisha has 62 indigenous tribes.

"The councils have been formed with key objectives of conservation and propagation of tribal culture, recognition of indigenous knowledge, documentation of tribal culture, tradition and practices, identification of tribal resources, organizing exposure visit, promotion of tribal language and dialects besides area specific development interventions," said an legit source.

The state executive will provide Rs 1.five crore as grant-in-aid to every block of the 9 districts (total 117 blocks) which is over and above the budget allocated beneath different schemes.

"A total of Rs 175 crore will be spent per annum through these councils," said Naveen all through the event's inauguration.

The leader minister also said the councils can spend the cash for development of their position of worship and promotion of tribal sports and culture. The state executive has already appointed tribal leaders as chairpersons of those councils. The chairpersons of those our bodies will hold similar rank to that of minister of state. Besides, it'll have a vice-chairperson and three contributors from some of the tribal communities. The contributors of the councils will hold place of business for two years.


Collectors of the district will be the leader government officer of the council. These councils will have its place of business within the respective district headquarters.


While every council will have an government committee comprising district stage officials, there shall be a state stage monitoring committee headed by means of the development commissioner of the state executive to observe actions of the council. "The councils will really help in preserving tribal culture, art and tradition. It was a historic decision of the state government. No other state has such a provision," said a tribal consultant.


Present on the occasion have been hundreds of tribals from across the state. They staged conventional dances within the presence of the manager minister and different delegates.
