'B’luru's division would be insult to Kempegowda'

BENGALURU: The proposed restructuring of BBMP rocked the civic company’s council assembly on Friday with BJP corporators opposing the recommendation. Sporting black armbands as a logo of protest, they said the transfer to “divide Bengaluru” would be an “insult to Bengaluru founder Kempegowda”.
The three-member BBMP restructuring committee had on Thursday recommended decentralising the Palike into 5 corporations.

Padmanabha Reddy, chief of opposition in the council, said the BJP right through its regime was once inquisitive about giving extra power to the mayor and extending the time period to five years. “But we don’t want to see town being divided. Next, they're going to say we need a separate chief minister for Hyderabad-Karnataka and Mumbai-Karnataka.”

BJP councillors said the existing structure of 8 administrative zones was once positive. “If at all a change has to be caused, powers of the zonal joint commissioners must be higher,” they said.


Asking fellow corporators and the mayor whether their inputs were solicited whilst the document was once being drafted, Reddy said, “Restructuring would possibly increase BBMP’s financial burden as extra officers and places of work is also required. We can’t even arrange 198 wards correctly, what is going to occur if the quantity is higher to 400? Instead, standing committee chairpersons must be given extra tooth.”


MK Gunashekar, Congress corporator from Jayamahal ward, however, said the committee document has simply recommended the ‘decentralisation’ of BBMP and not its ‘department’. “Even earlier, the potential for drafting separate laws for Bengaluru has been debated. The panel’s document calls for formation of a three-tier-system, which is able to most effective result in decentralisation. However, though the document has been submitted to the government, it's going to have to be approved by the BBMP council first,” he said. Gunashekar sought every week’s time for corporators to pore over the document and talk about the merits and demerits ahead of attaining a decision.


Meanwhile, JD(S) chief Nethra Narayan, sought to know why corporators had gained the document so late. “It must were submitted to us earlier so that we could have gone via it correctly,” she said.


Mayor Sampath Raj said a separate council assembly would be held to speak about the issue intimately.
