MUMBAI: Taking a serious note of slow development by banks in addressing safety issues, the Reserve Bank on Thursday gave them strict timelines to improve their ATMs or else face action.
As per the timeline, banks need to enforce a bunch of safety features by August and improve all ATMs with supported version of running in a phased approach by June subsequent year.
There were over 2.06 lakh ATMs around the country till February-end.
In April 2017, the RBI through a "confidential circular" to banks had highlighted issues in regards to the ATMs operating on Windows XP and/or other unsupported running techniques.
The banks were also requested to place in place, with fast impact, appropriate controls enumerated in the illustrative listing of controls.
"The slow progress on the part of the banks in addressing these issues has been viewed seriously by the RBI," the central bank mentioned in a circular to heads of banks and white label ATM operators.
The instruction has been issued in wake of accelerating number of ATM frauds.
The RBI mentioned that the vulnerability bobbing up from the ATMs running on unsupported version of running device and non-implementation of different safety features may just potentially impact the interests of the banks' consumers adversely, with the exception of such occurrences, if any, impinging at the image of the bank.
"It may be noted that any deficiency in timely and effective compliance with the instructions contained in this circular may invite appropriate supervisory enforcement action under applicable provisions of the Banking Regulation Act, 1949 and/or Payment and Settlement Systems Act, 2007," it mentioned.
Banks and white label ATM operators had been requested to enforce safety features such as BIOS password, disabling USB ports, disabling auto-run facility, making use of the most recent patches of running device and other softwares, terminal safety resolution, time-based admin get right of entry to by August.
They need to enforce anti-skimming and whitelisting resolution by March 2019.
Further, all the ATMs need to upgraded with supported versions of running device.
The RBI has requested them to improve now not less than 25 per cent in their ATMs with supported running device by September and 50 per cent by December.
All the ATMs should be upgraded by June 2019, as per the timeline notified by the RBI.
Banks had been requested to take the circular ahead of the board of administrators at resulting assembly, along with the proposed action plan for implementation of the measures, and report back to the RBI by July.
"The progress made in implementation of these measure should be closely monitored to ensure meeting the prescribed timelines," the circular added.
