Culture minister A Ok Balan has stated that academies or institutions beneath the culture department don't seem to be independent entities. He was once responding to the queries regarding Kerala Lalithakala Akademi rejecting the government proposal to check its determination to award a cool animated film which allegedly insulted spiritual image.
