Colaba cluster university finally takes shape

MUMBAI: The Centre has granted an approval to set up a cluster college in Colaba beneath the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) programme. Colleges like Institute of Science, Elphinstone College, Sydenham College and Government BEd College will probably be a part of the cluster and they'll get an opportunity to get their lustre again.
In 2015, TOI had reported in regards to the Union HRD ministry approving a proposal for the cluster college in Colaba and a grant of Rs 55 crorebeing cleared beneath the 12th five-year plan. However, the Government Law College, which was once a part of the earlier cluster, withdrew and hence, an approval had to be sought again for the new group of schools. Sydenham College now not a part of the earlier cluster has discovered a berth this time.

This is the state’s first such venture into an interdisciplinary varsity beneath RUSA. Now, the institutes will break away from Mumbai University and the state will draw up a cluster college Act.

A recent structure will probably be set up to outline the cluster’s working, mentioned professor Venkatesh B, RUSA nationwide co-ordinator and TISS professor. Students will probably be allowed to select classes of their choice from the gadgets and will graduate as pass-outs of the new college.

Founded in 1920 as the Royal Institute of Science, the first Indian institution dedicated to natural science and comparable analysis, the Institute of Science will act as the lead school or the headquarters of the college. Renowned scientists like Homi Bhabha, M G K Menon, V V Narlikar and chemical technologist R D Desai are amongst its distinguished alumni. Housed within the magnificent Cowasji Jehangir Hall designed by George Wittet, the institute, like its neighbour Elphinstone College, has observed better days.

Not too far away, Sydenham College too has been long hobbled by loss of funds and a spotlight. While the state executive had incorporated Sydenham College in its previous proposal for cluster college in 2015, the RUSA venture approval board dropped it as the college didn't have accreditation beyond 2004. “We now have our accreditation in place,” mentioned Sydenham school major Sangeeta Pakade.


The Government BEd College, positioned next to St Xavier’s College, too has observed a slow and painful decline. The Elphinstone College, famous for its Romanesque Transitional taste building, is the oldest school of town.


The school was once officially constituted in 1835 after electorate of Mumbai amassed Rs 2.29 lakh to show English language, Arts and Literature of Europe as a tribute to the departing governor of Bombay, Mountstuart Elphinstone. Classes commenced in 1836 with two professors—Arthur Bedford Orlebar (herbal philosophy) and Harkness (basic literature).


Over time, a sort of educational torpor has set in, mentioned many mavens. With team of workers shortage, no educational revival, fund crunch, deficient leadership and asphyxiated by the state executive’s apathy, those high-wire institutes had been lost on public reminiscence. While naysayers had written them off, the state now plans to revive their halcyon days by clubbing them into a school. Other cluster universities had been licensed in Himachal Pradesh, Odisha, Manipur and Jammu and Kashmir.
