Kolkata: State can’t decide on auto fares yet

KOLKATA: The state shipping department will have released a draft policy to bring autos below its ambit to prevent the unions’ free run, but the govt won't be able to mend the fares, a minimum of not in near future. All that the draft policy says about fares is that the rates may also be hiked right through festive sessions.

The stumbling block is the paradox between what the Central Motor Vehicles Rules (CMVR) defines the nature of the mode of shipping will have to be and the traditional approach autos are used right here. Under CMVR as well as the state govt notification, an auto is defined as a contract carriage, which means, it will have to be hired like a cab and the fare needs to be paid in keeping with the meter.

But historically in Kolkata, autos are used as degree carriages, which means, they're handled as buses; the rides must be shared and fares charged based on the gap a passenger travels on a selected route. Though there’s no criminal standing, custom and convenience appear to define the stage-carriage machine, which is it appears preferred by stakeholders and mavens.

“We cannot alternate the nature of autos in Kolkata. Only if the ideas of CMCR are modified, permitting autos to be used as each contract and degree carriages, we can repair the fare structure. But since auto fares are formally intended to be paid by meters, and right here we pay by fastened routes and distances, we won't have the ability to announce the fare structure now,” said a senior shipping department legitimate. Another legitimate pointed out they could not formally announce routes either. “A contract carriage does not have fastened routes. We can simply recommend new routes,” he said. The state has explored criminal options for settling the issue but no solution has yet been discovered. “This can’t be amended in State Motor Vehicles Act,” he said. So, unions will proceed to mend the fares and the routes.

Commending the stage-carriage nature, transportation knowledgeable Anvita Arora said, “Auto as degree carriage is the third largest carrier of passengers in Kolkata. That by myself speaks volumes of its potency.”
