Rathore won't relent on sports code

NEW DELHI: In a transfer that might escalate tension between the sports ministry and the Indian Olympic Association (IOA), sports minister Rajyavardhan Singh Rathore has dominated out providing any concession as far as the implementation of the Sports Code is worried.

Rathore has written a strongly-worded letter to all 29 state chief ministers and lieutenant governors of the union territories (UTs), urging them to “put into effect the provisions of the code so as to result in just right governance and transparency in the functioning of the state and district-level sports associations”.

The three-page letter, a duplicate of which is with TOI, may just result in a recent spherical of confrontation between the ministry, IOA and the nationwide sports federations. The tone and tenor of the letter, during which Rathore says that some politicians/bureaucrats heading these associations are operating it as their “fiefdom”, means that the minister is not prepared to compromise on the Code and wants the state/district-run Olympic our bodies and federations to fall in line or face the tune.

“Since ‘sports’ is a State topic, appropriate instructions need to be issued or law to be enacted by the state as neatly to put into effect the provisions of National Sports Development Code of India (NSDCI) in all of the state and district-level sports associations. It’s being felt that the efforts of excellent governance and moral practices are defeated unless the affiliated gadgets of NSFs (states/UT sports associations) also are criticism with such provisions,” Rathore wrote in his letter.


“It has been brought to note that virtually all of the affiliated gadgets are not adhering to just right governance provisions in the absence of such instructions and regulations. As a outcome, state/district point sports our bodies are run as ‘fiefdom’ of a few other folks. I am hoping that you (CMs and LGs) will glance into the matter in my view and instruct the manager secretary and sports secretary of your state to take immediate steps in this connection. This will go a long way in freeing the state/district point sports our bodies, that are run as fiefdom by a few bureaucrats/ politicians etc., and contribute considerably to the improvement of sports in the country,” the letter added.


IOA is unhappy with this development and considers it as an try to infringe upon its autonomy. “Does the Centre fund the state/district point Olympic our bodies and sports federations? Does it keep watch over their functioning? It’s the IOA which does that. Then how may just the ministry direct the CMs and LGs to put into effect the sports code. IOA follows the code and knows how to make sure just right governance in the functioning of its affiliated associations. We don’t want the ministry’s advice,” IOA treasurer Anandeshwar Pandey informed TOI.
