Belagavi: Rani Channamma University’s audit file for 2017-18 has discovered grave procedural lapses within the purchase of laptops. The computer systems have been distributed to SC/ST students learning in post-graduation and PhD students.
According to the details within the file, a copy which is to be had with TOI, the university had purchased 592 laptops beneath SCP/ TSP scheme by spending Rs 2,09,17, 136 (each laptop prices Rs 48,000). Report has raised objections over the cost and procedural lapses.
The file says there used to be no comparative price chart of laptops from different firms while settling on the product of a particular company.
Before calling the comfortable notification for buying the laptops, a technical committee within the university had finalized the wanted technical requirements within the product. The technical details have been suitable to laptops from HP and Lenovo. However, on the request of Patil Computers, Belagavi, the committee changed the technical requirements making it suitable for laptops of Dell. The file says, prima-facie, the committee favoured Patil Computers by recommending technical details which suits just Dell laptops.
The file also discovered procedural lapses within the comfortable notification. According to rules, minimum two-month time should be given for the comfortable procurements costing more than Rs 2 crore. However, the university called a temporary comfortable notification on December eight, 2017 giving only one month to the bidders. No prior permission used to be taken from the authorities involved for making those changes.
At the time of comfortable opening, the presence of tenderers or certainly one of their representatives is needed. However, the laptop comparable comfortable opened with out tenderers. According to rules, a third celebration needed to behavior an inspection of the product however this has been executed by the technical specification advisory committee of the university itself.
