MUMBAI: In a big boost to town’s railway infrastructure, the Cabinet Committee on Economic Affairs, chaired by PM Narendra Modi, on Thursday licensed phase IIIA of the Mumbai Urban Transport Project (MUTP) at a value of Rs 33,690 crore, which can be similarly shared between the Centre and the state government.


The timeline for crowning glory of the MUTP IIIA projects, from acquiring AC rakes to including tracks and revamping stations, is 5 years.

Two essential proposals — the CSMT-Panvel hi-speed corridor (earlier referred to as the elevated path) and the Panvel-Virar suburban corridor had been driven on to the backburner. MUTP IIIA used to be estimated to price around Rs 54,476 crore, but the fee came down as these two corridors weren't licensed.

“We can now prepare the design and invite tenders for the projects,” said Mumbai Railway Vikas Corporation’s chairman and managing director R S Khurana. MRVC can now signal loan agreements with multilateral agencies.

Almost part of the finances has been allotted for acquiring 191 air-conditioned rakes with automated doorways, which means cooler rides across the entire suburban traces in the following few years. At the instant, one AC rake runs on the Western line.

The next big tranche has been given for laying tracks. MUTP II had licensed the 5th and 6th traces between Mumbai Central and Borivli; now, the two had been prolonged till Virar. The Harbour line can be prolonged from Goregaon to Borivli. “The capacity expansion projects licensed on WR in MUTP IIIA can be imaginable since the elevated challenge between Churchgate and Virar used to be dropped,” explained an officer.

For CR, a fourth line has been sanctioned between Kalyan and Asangaon, and a third and fourth traces between Kalyan and Badlapur. This will allow segregation of express and native corridors north of Kalyan and permit smoother site visitors.


A major allocation has been made for the communication-based teach control (CBTC) machine, which will increase teach frequency from the average 4 mins to two mins, for all 3 traces.


The primary announcements were greeted with damp enthusiasm on the platforms, particularly on account of primary delays. “Past experience presentations these will remain mere announcements. There is no visual development on the 6th line between Mumbai Central and Borivli, and the 5th and 6th traces between Kurla and CSMT and Thane and Diva,” said Roy Jacob, a commuter who makes use of the WR and CR (main) traces frequently.


Railway officials explained they have got been requested to review the need of the CSMT-Panvel hi-speed corridor and the Panvel-Virar suburban corridor. It has been ordered in view of proposed multiple metro traces, the transharbour sea hyperlink, the Rs 14,000-crore Virar-Alibaug multi-modal corridor, including 128-km eight-lane freeway with metro alongside the median , and a dedicated freight corridor that can unlock existing tracks.
