UT to upgrade five sewage plants in Chandigarh

CHANDIGARH: The UT management has started the process to improve five sewage treatment vegetation (STPs) within the city.
Requesting anonymity, a senior UT legitimate stated that the UT has floated blended tenders for 5 STPs. Earlier, the cut-off date for accepting bids used to be fixed at April 22, but the technical committee has suggested a few adjustments to the mushy. The cut-off date, therefore, has now been extended until May 10, he added.

The legitimate also added that they still settle for the bids all through the fashion code of behavior.

The UT had determined to spend Rs 808 crore to improve five STPs. The work shall be accomplished under UT's good city challenge. A National Green Tribunal (NGT) panel had lately directed Chandigarh management to improve all sewage treatment vegetation by way of 2021. The directions had been issued after the UT submitted an motion plan to forestall the pollution of Sukhna choe, which carries water to Ghaggar.

These vegetation would meet all norms of Central Pollution Control Board (CPCB). The agency which shall be allocated the work may also need to maintain those STPs for a period of 15 years.

In August closing 12 months, taking a suo motu cognizance of media stories on pollution in Ghaggar river, the NGT had directed the chief secretaries of Haryana, Punjab, Himachal Pradesh and Chandigarh to represent a special job force (STF) to wash the river. Thereafter, the NGT committee in Chandigarh, at the side of officials of Chandigarh Pollution Control Committee (CPCC), had visited various points of Sukhna choe in Chandigarh territory and checked pollution stage there.


"The Environment (Protection) Rules, 1986, provides standards for the emission of pollutants. For different industries, the standards are laid down in Schedule I. The findings of the joint inspection report are values of various parameters like biochemical oxygen demand (BOD), total suspended solids (TSS), faecal coliform, lead and iron were beyond permissible limits at most of the locations in Himachal Pradesh, Haryana, Punjab and Chandigarh," the NGT had said in its earlier order.


"It is, thus, established that there is a failure on the part of the statutory authorities. especially the pollution control boards in performing their duties. Under the statutory scheme, the boards are required to prosecute all those who may be responsible for discharging effluents beyond standards and to close all commercial establishments which are discharging such effluents apart from other penal measures required to be taken. They have failed to uphold the rule of law inspite of adequate powers given to them," the NGT had added.


"It is high time that their composition is considered by the higher authorities and their accountability fixed by taking civil and criminal action against not only violations of law but all those responsible for failure of their duties in taking action or shielding the culprits and thereby adversely affecting the environment and health of the inhabitants," the tribunal had stated.
