Odisha finance minister presents Rs 9829 crore supplementary budget

Bhubaneswar: With a focal point on infrastructure and rural construction, finance minister Shashi Bhusan Behera on Thursday tabled the supplementary price range of Rs 9828.57 crore within the state assembly.

The supplementary remark would be in addition to state's unique price range for 2017-18 of over Rs 1.06 lakh crore.

While perfect Rs 6812.76 crore has been allotted for infrastructure and rural construction below programme expenditure, Rs 1791.65 crore has been earmarked as administrative expenditure. Allocation for catastrophe reaction fund and transfer towards native bodies are Rs 1142.38 crore and Rs 81.79 crore respectively.

Under the programme expenditure, perfect provision of Rs 3507.47 crore is made for rural construction sector including Rs 2173.04 for Pradhan Mantri Awas Yojana- Biju Pucca Ghar scheme, Rs 714 crore for Pradhan Mantri Gram Sadak Yojana, Rs 300 crore for rural infrastructure construction fund and Rs 197.93 crore for National Rural Livelihood Mission.

The state government has made financial allocation of Rs 75 crore for a new scheme—Ama Goan..Ama Vikash, a scheme designed to ensure last mile construction. The ruling party has taken up a an identical people connect programme.

To continue its social welfare schemes, the state government allotted Rs 151.78 crore is Mamata scheme, a conditional money transfer scheme for pregnant and nursing mothers that has thus far benefited greater than 27 lakh girls in Odisha. Similarly, Rs 62.09 crore has been allotted for Madhubabu Pension Yojana, the old-age pension scheme that coated over 50 lakh beneficiaries

The supplementary price range has also made ok provision to make stronger infrastructure, government allocates. It allocates Rs 300 crore for installation of 33/11 KV sub-stations to ensure a strong and disaster-resilient energy distribution network for the state.

Also, Rs 493.47 crore has been allotted for construction of irrigation out of which Rs 199.01 crore is for check dam scheme, Rs 30 crore for mega-lift schemes, Rs 75 crore for flood keep watch over and drainage and Rs 96 crore for water sector infrastructure construction scheme.


A provision of Rs 59.30 crore has been made for canal lining and machine rehabilitation programme below the Nabakrushna Choudhury Secha Unnayan Yojana.


For city construction, the supplementary price range has made a provision of Rs 496 crore that included Rs 258.77 crore for city infrastructure construction below UNNATI scheme, Rs 111.19 crore for city water provide below BASUDHA. It also allotted Rs 109.10 crore for city sanitation and Rs 10 crore for drainage machine diversion at Banki Muhana.


As the state government announced to hike the per month remuneration of anganwadi employees through 50 in line with cent, Rs 100 crore is equipped for the aim within the supplementary price range.


Under the executive expenditure, a provision of Rs 1400 crore is made towards fiscal incentive to IOCL within the type of interest-free mortgage for the yr 2016-17 and 2017-18 on the fee of Rs 700 crore in line with annum.
