GURUGRAM: The Haryana govt has gathered Rs 399.46 crore in cess from Gurugram between 2010 and 2018, but spent best round 1% on the focused beneficiaries — building staff. The state labour department charges 1% as cess on building work, ostensibly to be spent on welfare of labourers.
The respond to an RTI question filed via activist Aseem Takyar presentations that between 2010 and 2014, the state govt didn't spend any cash from the cess gathered for the welfare of building staff in Gurugram.
The cumulative cess collection during his duration was once round Rs 242.44 crore.
Over the following 4 years — between 2014-15 and 2017-18 — the collection figure stands at Rs 156.99 crore, whereas the cess spent on beneficiaries during those 4 years is relatively above 1.3% with the total spend at approximately Rs 5.4 crore.
Labour department officials stated the explanation why expenditure is less than collections, is that the quantity being gathered is far more than the requirement.
“Gurugram witnesses primary building process. Consequently, cess collections are somewhat important. Thus, even after the federal government spends somewhat just a little on welfare schemes, there’s an enormous stability left,” stated Naresh Narnal, further labour commissioner, NCR, Haryana.
Cess is charged at 1-2% from all builders, below the Building and Other Construction Workers Welfare Cess Act, 1996.
The cash gathered is deposited with Construction Workers Welfare Board (CWWB) to fund welfare schemes for building staff in a given state.
Narnal stated the state govt has many schemes for building staff, corresponding to payment of reimbursement as much as Rs 5 lakh on the loss of life of a employee on-site and as much as Rs 1 lakh on loss of life off web site.
