NEW DELHI: The Congress on Monday said it could "neither cow down nor bow down" to the threats of Prime Minister Narendra Modi towards its leaders, together with Shashi Tharoor, because it accused the BJP and its executive of conspiring to defame the former Union minister over the demise of his wife, Sunanda Pushkar.
