BHUBANESWAR: Chief minister Naveen Patnaik on Monday promised stringent action towards the accused, who raped the six-year-old girl in Cuttack's Salepur space. The child, who was grievously injured in her head, neck, face and personal phase, died at SCB Medical College and Hospital, Cuttack, on Sunday.
As Naveen expressed his anguish over the incident, the opposition staged a protest alleging that law and order state of affairs in the state has worsened underneath him. The accused was allegedly lured by way of her married neighbour with a chocolate and he attempted to strangulate her to hide the crime.
"I feel the deep anguish of members of this House and people of Odisha over the terrible rape of a child that took place in Salepur on 21st of this month. The accused was arrested within 24 hours of this terrible incident," Naveen instructed the meeting.
"The child was given the best medical attention by a team of doctors at SCB in Cuttack. Unfortunately, she died last night. I will see to that the most stringent action is taken against the accused....I would like to send my deepest condolence to the bereaved family," he added.
The opposition was not happy with the executive minister's remark. "The family must be condoled, but mere condolence is not enough. The chief minister has not spoken a word on checking rising rapes of minors in the state. It's unfortunate," leader of opposition Narasingha Mishra instructed reporters outdoor the meeting. A written reply in the meeting by way of the executive minister on Monday reveals that the rape of minors has been emerging regularly through the years. While 1,050 girls had been raped in 2014, the quantity went as much as 1,212 in 2015, 1,204 in 2016 and 1,283 in 2017.
Naveen's reply reveals the accused were not arrested in 287 cases previously 4 years. While no arrest was made in 14 cases in 2014, there was no arrest in 90 cases in 2015, 48 in 2016 and 135 in 2017.
The BJP and the Congress took out protest rallies in the state capital on Monday. The BJP workers burnt effigy of Naveen and sought his resignation for presidency's "failure" to ensure justice to family of rape survivors. The Congress workers led by way of Odisha Pradesh Congress Committee president Niranjan Patnaik took out a candlelight march. A fact-finding crew of the Congress visited the lady's family.
Police added Section 302 (murder) towards the accused. DGP Rajendra Prasad Sharma mentioned he has directed the investigating officer to file chargesheet in the case within 15 days. "No stone will be left unturned in getting the accused convicted," the DGP mentioned.
