PANAJI: After spending just about Rs 20 crore below the Jawaharlal Nehru Urban Renewal Mission (JNNURM) for the implementation of an e-governance challenge, the Corporation of the City of Panaji has now approached Imagine Panaji Smart City Development Limited to take up the similar challenge.
CCP took up the challenge in January 2008 and had awarded the contract to Tata Consultancy Services. However, the challenge used to be eventually shelved due to mismanagement and blatant discrepancies in the soft procedure, stated CCP officials.
Now, CCP commissioner Ajit Roy has written to Imagine Panaji Smart City Development Limited, the special function vehicle (SPV) shaped to put into effect the Smart City Mission, with a suggestion for an e-governance platform. The Narendra Modi government introduced the Smart City Mission instead of the UPA government’s Jawaharlal Nehru Urban Renewal Mission.
“I'm forwarding the proposal for e-governance body paintings at CCP, inclusive of digitisation of existing records, to take vital action at your end,” Roy has stated in his letter to the chairman of the Smart City SPV.
Imagine Panaji Smart City Development leader government officer Swayandipta Pal Chaudhuri stated that the proposal had been put earlier than the board for approval. “The board assembly shall be held in two weeks and a choice shall be taken,” Chaudhuri stated.
Roy has requested the Smart City project directorate to take up the challenge on behalf of CCP as part of the smart governance initiative. He has also written to the urban development ministry asking that the initiative be taken up as “some of the precedence initiatives.”
TOI has a duplicate of CCP’s letter and the proposal that has been submitted via Roy. The proposal states that CCP unearths it difficult to watch the movement of inner files that are maintained via person officials inside of CCP.
“Real time tracking of files is vital for expeditious disposal of issues at hand. It also improves administrative potency thru supervision via senior officials from their desktop. To start with, a record management system could also be created,” the proposal stated.
This is CCP’s 2nd attempt to usher in responsibility in its functioning thru e-governance.
In its audit inspection file for CCP for 2014-15, the accountant general had expressed displeasure over the irregularities in the soft procedure for the e-governance challenge.
