Karbi Anglong lynching: Government files 'action taken' report to HC

GUWAHATI: Submitting its motion taken report before the Gauhati top court at the safety of visitors and guests to the Karbi Anglong district following the lynching of 2 youths in June, the Assam govt on Monday mentioned police were posted at tourist and picnic spots in the hill district and awareness campaigns were introduced to sensitize locals towards rumours.
The court had earlier expressed its displeasure with the state govt's reaction. Two youths were lunched in Panjuri village on their manner from the Kangthilangso waterfall. The court had ordered the state govt, the director basic of Assam police and the Karbi Anglong district management to document an motion taken report after this incident on June eight.

The court had taken up suo moto cognizance of media experiences whilst recommend Seema Bhuyan filed a public hobby litigation (PIL) in search of important regulation towards violence and lynching.

Citing the state govt affidavit, Bhuyan had mentioned, "The Karbi Anglong district administration requested the Karbi Anglong Autonomous Council (KAAC) for publication and advertisement of advisories with regard to various measures to be taken by tourists and nature lovers while visiting interior areas of Karbi Anglong. The forest department and local bodies who run some of the tourist spots like Kangthilangso and Dikrutpi (Bheloghat) have put up display boards citing timing for visitors from 8 am to 4.30 pm."

The state govt knowledgeable that native village defence events (VDP) were sensitized for providing assistance to guests. "Police are patrolling interior areas. Intensive campaign has been taken up against superstitions and branding any person or persons as child abductors (hopadhora) or witch," it added.


Replying to every other motion taken question (Jhankar Saikia lynching of 2013), the state govt mentioned it filed a rate sheet in the case towards 19 people in 2015. Jhankar's family alleged police negligence used to be delaying the probe. "Two policemen-ASI Ramesh Ch. Nath and constable Sheikh Harun Borah-who were accused of being lax in their duties in Diphu when the incident happened, were placed under suspension and departmental proceedings were initiated. The department stopped three increments with cumulative effect on Nath while two increments with cumulative effect were imposed on Borah as punishment," mentioned the state govt.


It added that round-the-clock by way of police used to be taken as much as curb unlawful actions whilst CCTV cameras were put in at important places in Diphu. Bhuyan, who prayed for setting up a top energy committee (HPC) for framing suitable laws to stop lynching, mentioned the state govt has sought more time from the court. "The state government said it would submit two more affidavits. The court has fixed the matter for hearing on July 25," the petitioner mentioned. The court had observed that the state govt had failed to protect its people.


Assam Police-which arrange a unique investigation group to probe the June lynching incident-has to this point arrested more than 45 people. The police are but to document a rate sheet.
