This week's European parliamentary elections will launch a scramble for the continent's top management jobs, but won't come to a decision the winners. Unlike in the case of national elections, the birthday party with the biggest selection of seats after the vote might not be named head of the EU government. Instead the brand new president of the European Commission will probably be nominated by means of the leaders of the 28 EU member states, after no less than two summits.
