Industries seek time, aid to switch from furnace oil

GURGAON: The Haryana State Pollution Control Board (HSPCB) will factor instructions to industries on Thursday to prevent the usage of furnace oil and petroleum coke as gasoline, after the Supreme Court issued instructions to keep watch over pollution on Tuesday.

"As per orders of the Supreme Court, we are going to issue directions to industries that use furnace oil and petroleum coke, on Thursday morning. Strict action will be taken against industries found violating the directions," mentioned Jai Bhagwan Sharma, regional officer, HSPCB.

The apex court directed authorities in Haryana, Rajasthan and Uttar Pradesh to straight away implement a ban, as air pollution in Delhi-NCR has reportedly greater because of presence of poisonous gases emitted via business gadgets that use furnace oil and puppy coke.

According to a file prepared via Environment Pollution Control Authority (EPCA), furnace oil and puppy coke emit sulphur dioxide and nitrogen oxides. "The key contaminant in fuel, responsible for high levels of pollution, is sulphur, which is emitted in form of particulates and also as sulphur dioxide gas. This is why India has moved from petrol/diesel with 10,000 ppm of sulphur in 1996 to 50 ppm in 2010. But samples of pet coke used in NCR contain sulphur levels between 69,000 ppm and 74,000 ppm, and the level of sulphur in furnace oil is between 15,000-20,000 ppm," states the file.

Industrial associations have asked the authorities to grant them some time, in addition to monetary support, so that they can substitute poisonous chemical compounds with latest generation. "We welcome the Supreme Court decision as it benefits the larger population. However, the decision is going to impact small scale and mid-sized industries, so some time and financial aid should be given to these industries to switch to non-polluting technology. It will benefit both environment and industries," mentioned Praveen Yadav, president of Gurgaon Udyog Association.


"The sudden notification will be disastrous for industrial units. We respect the Supreme Court's decision, but the court should understand such decisions can't be implemented immediately. The same thing happened when cracker ban was introduced. It was a good decision, but came at a time when businesses had already invested in firecrackers," mentioned an industrialist from Manesar.


Amina Shervani, founder and existence member of Manesar Industries Welfare Association, urged industries will have to set up environment-friendly generation. "Even though Gurgaon and Manesar don't have a large number of industries that use pet coke and furnace oil, there are small-scale units that use both. As the business has already been hit badly due to GST and demonetisation, it is not fair implement the ban immediately. The government should provide some aid and do some hand-holding to let industries move to clean technology. Most importantly, industrialists should come together and introduce environment-friendly technology at a community level. It can easily be done and will be extremely cost-effective for small-scale industries," she advised TOI.


Gurgaon and Manesar have 10 mid-size business gadgets and five small-scale industries that use furnace oil and puppy coke.
