GURUGRAM: Environmentalists have waged an extended combat in bid to protest Mangar Bani — the remaining closing virgin NCR wooded area which is significant to ecosystem of the Aravalis — and so they gained a shot within the arm when the manager minister approved a 500-metre no-construction zone around the sacred grove in 2016. But encroachers continue to eat into the ecologically delicate space through building illegal constructions like eateries.

A TOI crew, which visited the area, has discovered that an illegal dhaba has been working within the space for around a month now, that too proper beneath the nostril of police. The illegal structure has come up proper reverse to Mangar police chowki. Asked why no motion has been initiated this situation, a police officer stated an FIR used to be registered towards the dhaba proprietor Pawan, who used to be later arrested. Shockingly, the dhaba nonetheless continues to perform.

Jitender Bhadana of Save Aravalis, a Faridabad-based environmental NGO, advised TOI that as many as 50 proceedings were despatched through voters to the Faridabad police and the wooded area department, looking for motion towards the illegal dhaba. "Finally, the forest department wrote to police seeking action after a lot of persuasion. One person was arrested and an FIR was registered. The irony is that the dhaba still continues to operate in the area. The whole purpose of complaints was to stop the non-forest activity as it causes severe harm to the environment. Most importantly, it gives a reason to other people, especially big players, to encroach upon the area," Bhadana advised TOI.

"The dhaba didn't come up in the forest area overnight. The encroachers might have taken some days to build it. This means, both the forest department and cops are hand in gloves with goons who operate such commercial activities fearlessly in the protected area," stated Vivek Kamboj of Haryali, an environmental NGO.

The wooded area department, however, claimed that an motion used to be initiated towards the squatters who arrange the dhaba. "I have enquired about the issue with the district forest officer of Faridabad. I have been informed that a complaint was sent to the police by the department, and the police have taken an action," stated D. Hembram, conservator of wooded area (Gurgaon circle) stated.


Police, alternatively, stated an FIR had already been registered within the case, and that the wooded area department and the district administration will have to demolish the illegal structure.


Pankaj Kumar, SHO of Surajkund police station stated, "We have initiated an action in the case. An FIR was registered. While dhaba owner Pawan has already been arrested, his partner is yet to be arrested. However, the demolition can be carried out by the forest department only." The FIR used to be lodged beneath Section 188 IPC and Section 4 and 5 of Punjab Land Preservation Act (PLPA).


Mangar bani is a secure wooded area space with dense inexperienced cover between Bandhwari and Mangar villages.
