BHUBANESWAR: Chief minister Naveen Patnaik on Friday sought intervention of the National Commission for Scheduled Tribes (NCST) in the debatable Polavaram undertaking, which would affect livelihood of tribals in Malkangiri district.
As the undertaking would displace over 5000 tribals in Motu tehsil in Malkangiri district, Naveen asked commission chairperson Nand Kumar Sai to take appropriate action. Sai at the side of the commission participants met the chief minister on the state secretariat.
Talking to journalists outdoor, the NCST chairperson said the affected tribals must not be displaced with out their correct rehabilitation.
"On Polavaram issue, I had written a letter to the Prime Minister requesting not to displace the poor tribals, who depend on their land for livelihood until there is an alternative arrangement," said Sai.
The NCST chairperson said Union tribal affairs minister Jual Oram lately made a commentary announcing whether it is the case of Andhra Pradesh, Telangana, Chhattisgarh or Odisha, there must be an alternative rehabilitation arrangement before displacement of tribals for any undertaking.
"Since there is confusion regarding impact of the projects, I will take up the matter with the concerned authorities at the Centre. If needed, the commission may also think to send a fact finding team to the project site for physical verification," Sai said.
Union tribal affairs minister Jual Oram and state ST/SC development minister Ramesh Majhi locked horn over the Polavaram issue. While Majhi, in a letter to Oram, accused the Centre of adopting double usual on Polavaram, the Union minister hit back alleging the ruling BJD of politicizing the issue with no need any knowledge referring to impact of the undertaking.
Odisha govt claims that the undertaking would affect 6818 people together with 5916 tribals. Besides, it might submerge 7656 hectares of cultivable land and 25 villages in Malkangiri.
The NCST chairperson, who was once right here together with his complete group since January 16, also asked the state govt to go back unutilized land of round 5000 acres received for the Rourkela Steel Plant (RSP) during 1953-54 to the tribals. The RSP has already returned the land to the state govt.
He said the rehabilitation paintings against acquisition of land in several spaces was once not upto the mark and it needs growth. The commission visited Sundargarh and Jharsuguda to supervise the rehabilitation procedure.
While he expressed pleasure over disbursal of particular person titles to the tribals below the Forest Rights Act, the NCST said the state govt must fortify its efficiency in agreement of neighborhood rights.
He also urged the state govt to increase the minimal strengthen value on wooded area produces as it was once some of the key livelihood source for the tribals.
