Toy shop in common area, offices in parking lot? Hospital under scrutiny

GURUGRAM: Paras hospital in Sector 43 has come underneath the scanner of the department of the town and country planning (DTCP) for allegedly violating the authorized construction plan through turning common areas and parking loads into workplaces, scientific rooms, cafeteria, patients’ front room, pharmacy or even a toy shop.
The enforcement wing of DTCP, which inspected the hospital, claimed these encroachments have compromised safety of the construction. The department has issued a notice to the private hospital and given per week’s time to remove the encroachments by itself and post an action-taken file, failing which the DTCP will initiate prison motion in opposition to it.

A Paras Healthcare spokesperson confirmed that the hospital won a notice from the DTCP.

“Our hospital premises were built as per the construction norms. There were some adjustments within the infrastructure to deal with new technologies.

Supporting constructions were made to deal with the new specialty equipment. We can be reverting to the authorities with a detailed response shortly,” the spokesperson mentioned.

The DTCP has issued the notice acting on a criticism filed in January through an elderly one that visits the hospital very steadily.

District the town planner (enforcement) Rajendra T Sharma confirmed to TOI that the criticism alleged the hospital authorities converted a common space on the floor flooring and parking loads within the basements to arrange commercial amenities.

“Such steps will create problems for most people at the time of emergency like earthquake. Moreover, scientific stores and other amenities within the basements are vulnerable to catching fireplace, and in turn, may cause mishaps,” he mentioned.

Elaborating on other violations, assistant the town planner (ATP) Amit Madholia mentioned the hospital authorities have erected a couple of entry and exit gates within the “setback space” and built an illegal access to a neighbouring guesthouse, violating the construction plan.


At the bottom flooring, the typical space has been encroached upon through a pharmacy, a patients’ front room, a counselling room, a toy shop and a cafeteria. The basement (level-I), which is a designated space for parking zone, has been totally converted right into a liveable facility, which homes workplaces, a canteen, an insurance coverage place of work and amenities for other activities related to the hospital.


In the basement (level-II), which was also earmarked for a parking zone, a scientific store, non-medical rooms and a file room were constructed.


ATP Narender Kumar mentioned DTCP had given licence to Ansal Properties & Infrastructure Ltd for a health centre in C-Block, Sushant Lok-I in Sector 43. As per the following approval, the basements of the hospital should were used to arrange parking loads. “These spaces were encroached upon in violation of licence stipulations and zoning rules. The violations had been carried out after the hospital authorities were given the profession certificates in June 2006,” he mentioned.
