Setback to Bengaluru’s electric bus plan as Centre set to prune subsidy

NEW DELHI/BENGALURU: The Bangalore Metropolitan Transport Corporation’s (BMTC) plan to induct into its fleet 150 electrical buses on lease style has run into hurdles.
The department of heavy industries (DHI) has pruned the ambit of giving subsidy to the state delivery utilities, together with from Bengaluru, Mumbai, Jaipur and Delhi, creating a U-turn on its announcement 4 months in the past.

In December, the DHI had said it’ll give you the subsidy to state road delivery undertakings (SRTUs) for buying buses for his or her operation, below capital expenditure (capex) and operational expenditure (opex) models, respectively. Under opex style, upkeep and operation is the accountability of operators.

Sources said SRTUs such as the BMTC and BEST in Mumbai are gazing a disaster since maximum electrical buses for which they've positioned orders fall below the opex style, which the DHI has deserted. STOIhas learnt that the DHI communicated this to the SRTUs early this week.

“We have asked the dept to reconsider the decision since we have now already ordered procurement. The Centre was conscious about the process and had licensed it as neatly,” said the manager of some of the SRTUs.

In capex style, SRTUs purchase buses and the Centre shares 60% of the price. The rest of the quantity comes from the SRTUs. The opex style is known as “lease style” in Bengaluru. DHI has communicated to SRTUs to not supply monetary help below this style.

Under the lease style, the chosen operators should supply 150 electrical buses with qualified drivers and function on routes supplied through BMTC for 10 years. However, the corporation will deploy a conductor in each and every bus for fare collection. The operators can even must sign up the buses in Bengaluru and undergo expenditure associated with vehicle upkeep, charging infrastructure and operational price comparable to tyres, spares, lubricants and wages of drivers and maintenance personnel. BMTC will pay the firm in response to the space covered.

The Centre had in-principle agreed to supply up to Rs 85 lakh in line with electrical bus and licensed BMTC’s plan to induct 80 buses in the first section.

BMTC chairman M Nagaraju Yadav said: “It’s unfair to insist on purchasing expensive electrical buses. The electrical bus concept and generation is new, so it's difficult for us to buy it. We have already finalized the mushy to function 150 electrical buses on lease style. It does not make sense to buy electrical buses which prices nearly Rs 2 crore in line with bus. BMTC board and the state govt had previous licensed the lease style.”
