Delhi beggars to be taught vocational skills

NEW DELHI: The Delhi executive now plans to take affirmative action to the next level—town’s beggars. The social welfare department plans to introduce a vocational ability construction programme for those who live in abject poverty.

Under this programme, beggars can be skilled in tailoring, handicrafts and different abilities in order that they are able to live with dignity and ensure a greater long run for their kids. “A cupboard word has been prepared for the programme under which those staying at executive beggar houses can be taught vocational abilities. It can be put up sooner than the cabinet quickly,” mentioned social welfare minister Rajendra Pal Gautam.

Delhi Prevention of Begging Rules 1960 formulated under the Bombay Prevention of Begging Act 1959,which was prolonged to Delhi in 1960, makes begging an offence. Under this Act, beggars are incessantly picked up and produced sooner than magistrates who ship them to different beggar houses for up to three years. Before the 2010 Commonwealth Games, Delhi’s roads have been nearly swept blank of beggars, who have been despatched to the houses. But this arrangement didn’t ultimate long.

“We will supply Rs 250 on a daily basis to those enrolling for the programme. Our aim is to provide them a life of dignity and appreciate after they get out of the houses and make certain that they don’t go back to begging,” mentioned Gautam.

Dozens of beggars are lodged within the Delhi executive houses all the way through the 12 months. “The idea is to provide them a substitute for trade their lives,” mentioned Rashmi Krishnan, secretary, social welfare.

The beggars would be given identity playing cards all over the educational, and the federal government hopes this may inspire many others like them to sign up for the programme. At the end of the programme, Gautam mentioned, it has been proposed to distribute kits like sewing machines to help them earn a proper dwelling.
