Andheri railway ROB crashes, 6 hurt

MUMBAI: Barely nine months after the Elphinstone Road stampede that killed 23 folks, a portion of the over- 40-year-old Gokhale over-bridge in Andheri crashed directly to railway platforms No. eight and nine at 7.30 on Tuesday morning amid heavy rain around the town. Five folks had been injured, 3 of whom—including a lady—had been on the bridge and two on the platform under.

While the lady, Asmita Katkar (35), mom of a six-year-old, was important and combating for life at Cooper Hospital in Vile Parle at the time of going to press, a chartered accountant, Manoj Mehta (52) suffered injuries to his backbone and needed to go through a surgical treatment at Nanavati Hospital. The different 3 injured had been out of threat at Cooper Hospital.

It was sheer luck that prevented lack of life despite Western Railway being an excessively busy suburban corridor with a less-than-four-minute educate frequency. No educate was passing beneath, the gang on the bridge and the platform wasn’t sizeable, and a motorman, on spotting the particles, carried out emergency brakes and halted a local in time to avert a bigger crisis.

The platforms on which the bridge’s southern arm fell care for suburban trains originating from and terminating at Andheri, in addition to a few long-distance trains.

Calling the incident unfortunate, railway minister Piyush Goyal stated, “I noticed the design of the bridge and studied the drawings and noticed it was a 40-year-old cantilever bridge, and on account of it being on cantilever, it collapsed.”

He has ordered an inquiry through the commissioner of railway protection, who will submit a record in 15 days. A joint protection audit of 445 over-bridges can be performed with the help of IIT Mumbai professionals. These include foot over-bridges, where only pedestrians are allowed, and highway over-bridges like the one affected on Tuesday, where cars too are allowed to ply. “If the findings reveal a flaw in design or building downside, it is going to be rectified,” he stated.

About the Andheri bridge, he stated an audit was achieved in November 2017. But not anything abnormal was found. “Hence we now have decided to involve a 3rd party which will establish fault in structure or design,” he stated.

With the overhead apparatus crashing with the a part of the bridge, WR services had been paralysed all over morning peak hours and highway jams reported as lakhs of commuters had been hit. Many offices requested their affected staffers not to report back to work or to do business from home, and several other colleges and schools declared a vacation.

While harbour line services had been restored from Goregaon through 1.55pm and WR trains plied between Virar and Borivli, no locals ran on the stretch from Borivli to Andheri all day. The Churchgate speedy line on the other hand was opened at 8pm, and officials stated the gradual lines had been to be opened through midnight.

“Motorman Chandrashekar Sawant acted temporarily and halted the educate. We have decided to award him Rs5 lakh. The injured shall be given Rs1 lakh each and every,” Goyal stated, adding that around 500 railway staffers had been running on restoring services.

Members of the National Disaster Response Force (NDRF) had been also called in, and chief fire officer PS Rahangdale stated fire engines, ambulances and rescue trucks had been deployed to the spot. Fire officials stated seek operations had been undertaken to determine if anyone were trapped below the particles.

Though the BMC had deployed its men and equipment at the crash website online, its officials said the bridge didn't belong to them.

Additional municipal commissioner Vijay Singhal stated all of the highway over-bridges on railway premises are built and maintained through the railways. “Whenever the railways search money for maintenance and upkeep, the BMC provides it as possession of land lies with the civic body. However, we cannot execute any works on railway premises,” Singhal stated.

BMC officials said that the civic body has, since 2015-16, paid Central Railways Rs93 crore and WR Rs11 crore for reconstruction and upkeep of over-bridges. Funds had been remaining equipped for the Andheri bridge in April 2010 (Rs21.2 lakh) and May 2011 (Rs1.eight lakh).
