GURUGRAM: There are over 1,000 guesthouses and paying guest (PG) accommodations being operated illegally in the city, causing loss of revenue to government companies and to the formal hospitality industry in the city. According to a rough estimate, unlawful guest homes and PG amenities in Gurugram rake up Rs 300 crore as annual revenue.

The threat began quickly after the federal government issued bed-and-breakfast (B&B) licences all through the Delhi Commonwealth Games in 2010. Subsequently, lacklustre attitude of enforcement companies, be it Huda or MCG, further worsened the situation.

Now, the dept of the town and nation planning (DTCP) has decided to cancel those licences and check mushrooming of unlawful accommodations. DTCP rules state a guest house is authorized on a residential plot of one,000 sq.yd, or two plots adjoining each other. The most permissible house for guest homes in any residential sector shall not exceed five,000 sq.yd, however the most house for each guest house shall not exceed 2,000 sq.yd. Also, licence for it is going to be available on ‘first come first served’ foundation.

While authorities stated roughly 100 licences were given out beneath the B&B scheme in Gurugram, many house owners are operating full-fledged guest homes beneath the same licence. Aseem Takyar, who were given the details through an RTI query, stated unlawful guest homes and PG accommodation are causing revenue loss to the state exchequer, because the house owners are wearing out commercial actions from residential properties, without paying commercial charges. “Also, it reasons inconvenience to residents and pose a threat to their protection, as most of the visitors are given accommodation without rigorous verification,” he added.


“Neither do those unlawful accommodations have commercial electricity connections, nor do they pay tax,” he continued, stating that residential rates for electricity and consuming water are some distance less than commercial ones.


“As in line with rule, such amenities can’t be on plots smaller than 1,000 sq.yd. In Huda sectors, plots are 150-500 sq.yd in size, so any guest house or PG on such plots is prohibited,” stated a senior DTCP legit, adding there is not any policy to regularise such amenities. He stated the authority could also be enthusiastic about such amenities, and have lately issued notices to some of these. “We’re issuing notices to such amenities and asking them to put up affidavits,” he stated.
