NEW DELHI: Expressing concern over torture and sexual exploitation of kids of safe haven properties as published in the horrific instances in Muzaffarpur and Deoria, the Supreme Court on Tuesday proposed to set up an oversight committee at both central and state levels to keep watch over the functioning of such properties.

A bench of Justices Madan B Lokur, S Abdul Nazeer and Deepak Gupta termed the recent incidents as "disgusting" and appealed to the governments to take a humane and sympathetic means for cover and welfare of kids. It asked the Centre to respond at the advice for putting in place of the oversight committee after not one of the state governments antagonistic it.

Advocate Aparna Bhat, who is helping the court as amicus curiae, advised the bench that the situation in safe haven properties and kid care units was once "appalling" and pleaded the court to intervene and pass directions for surroundings things right. She knowledgeable the bench that Child Line India Foundation had final 12 months conducted a survey of 9589 such properties across the nation and filed a comprehensive record profiling them and the youngsters living there.

She advised the bench that only 48 % of houses are registered despite the apex court's route in 2013 making it mandatory for all kid care properties to get registered below more than a few provisions of the Juvenile Justice Act.


The amicus also emphasised the want to streamline the adoption policy as the prevailing process is simply too cumbersome and time-consuming.


The court urged the Centre to take a stand on whether or not an impartial committee will have to be set up to observe functioning of child care units and provides advice its composition at the central and state levels.


The apex court has already set up committees in all states to watch safe haven properties for the city homeless.
