Thiruvananthapuram: With the state executive dragging its ft on a chain of bylaws ready through city corporation in the past one year, the civic body has decided to trip on sections in Municipality Act relating deemed approval to get things running.
Around ten bylaws, together with the ones on pressing issues like cast waste control, septage control and parking are pending approval from the state executive.

As a first step, the town corporation has called for registration of private carriers of septage, one of the vital stipulations prescribed within the bylaw ready through civic body on septage control. A nod from the federal government remains to be awaited in this bylaw, then again, corporation has decided to make use of phase 49 (b) of Kerala Municipality Act (KMA) to enforce one of the vital vital bylaws related to waste control and septage control.

As according to phase 49, the secretary might ask the council to study a resolution and even after that the council decides to enforce the same and the decision of the federal government has not been intimated inside 15 days from the date of reference to the federal government, the secretary shall enforce the stated resolution and the subject be intimated to the federal government. The corporation plans to confront phase 572 of KMA through invoking phase 49 to enforce the bylaws. The bylaw on waste control which was introduced within the council in 2017 was printed through city corporation in April 2018 inviting objections.
