THIRUVANANTHAPURAM: The CAG report discovered critical lapse on the part of the government in no longer stating areas like Anayirangal in Munnar – frequented by means of wild elephants – as protected space, and has cited it as the cause of persisted human-wild animal conflicts.
The efficiency audit conducted to evaluate whether there was correct planning for the conservation and protection of flora and fauna within the state, asked the government to start up steps to expedite final notification for declaration of sanctuaries and national parks. Citing rehabilitation of landless tribes within the catchment space of Anayirangal reservoir in Munnar division (a hub for wild animals especially elephants in 2002), the report famous that the available habitat for elephants on this space shrank, ‘resulting in intense human-elephant conflicts’.
“Many incidents of death, injury to plants/constructions and accidents because of animal assaults and disturbances to flora and fauna because of tourism activities were reported in Chinnakanal and Anayirangal areas of Devikulam range,” the report said.
The scenario, the report said, was additional aggravated by way of boats by means of KSEB for tourism activities within the reservoir. “Due to actions of the government, neither the purpose of tribal welfare nor flora and fauna conservation is served,” it said. Another main finding was the non-convening of meetings of the state flora and fauna board and non-constitution of the advisory committees as mandated within the Implementation of the Wildlife (Protection) Act, 1972.
CAG also seen that unregulated tourism activities in Periyar Tiger Reserve (PTR) affected the conservation of flora and fauna and habitat, and that there was an inordinate delay in recovery of the identified elephant/flora and fauna corridors in state.
