Addressing a rally in Itarsi in MP, PM Narendra Modi mentioned the Congress culture was once to "hold back" construction schemes. He mentioned Madhya Pradesh, the place the Congress came to energy in December last year, was once dealing with acute water shortage because of the ruling party's policy of no longer expediting irrigation schemes.
