BHUBANESWAR: To regulate installation of cellular towers and laying of optical fibre cable (OFC), the state cupboard led by chief minister Naveen Patnaik on Tuesday licensed a devoted coverage.
The coverage to be referred to as cellular tower, OFC and related infrastructure Policy- 2017, has emphasized in streamlining the method of software and grant of permission in affordable time period, liberal permission charges and rationalisation of the process.
"In absence of a definite policy, at present installation of mobile towers and laying of OFC are being regulated by guidelines issued by the housing and urban development and revenue and disaster management department," said chief secretary A P Padhi.
Briefing the media after the meeting, Padhi said the coverage, to be notified by the state digital and data and era department (E&IT), could have main points of places where the telecom firms can install towers.
Asked whether the government introduced the coverage conserving in thoughts the health hazards due to installation of cellular towers, E&IT secretary A Okay Meena said the purpose is to provide a single window platform to the cellular tower and telecom-related infrastructure firms to procure clearances.
"The policy covers the modalities for installation of mobile towers, cell on wheels, micro cell, in building solutions and setting up of equipments. It will streamline the process of application and grant of permission for installation of such equipments," Meena said.
To queries over rampant violations by the government in granting permission to the telecom firms in installation of infrastructures, Meena said there's provision of coping with public grievances when it comes to installation of towers and issues associated with telecom infrastructure within the coverage. "People can approach the regulatory authorities at district and state levels," he added.
To toughen the cellular connectivity in hilly and geographically disadvantaged districts, the state govt has made particular provisions within the coverage for eight districts underneath the Koraput-Bolangir-Kalahandi areas and different left wing extremism-hit districts.
"It will help in establishment of modern telecommunication infrastructure to provide high speed internet in rural areas. It will also improve terrestrial broadband connectivity in both urban and rural areas," the manager secretary said.
While Block Development Officers will be the regulatory government to grant permissions for installation of the infrastructures, the municipal government will be the government in city areas for the purpose.
