Odisha demands Rs 6,500 crore railway package for 2018-19 financial year

BHUBANESWAR: The state govt on Thursday sought a package deal of Rs 6,500 crore in the Union funds 2018-19 for growth of railway sector in Odisha.
In a letter to Union railways minister Piyush Goyal, chief minister Naveen Patnaik mentioned the package deal comprises detailed proposals for the continued tasks, sanctioning of new strains, station modernization, advent of new trains, extension of existing trains, progressed passenger amenities at stations, on board products and services, establishment of rail based totally industries and multi modal logistics parks.

As huge parts of Odisha have remained untouched by means of the railways, Naveen advised Goyal to sanction new railway strains which would traverse thru unconnected and backward districts that are filled with herbal resources.

Berhampur-Phulbani-Sambalpur, Bargarh-Nuapada via Padampur, Bhadramchalam-Malkangiri, Talcher-Gopalpur, Gopalpur-Singapur Road new vast gauge line (via Padmapur, Ramanaguda, Bankili) and Lanjigarh-Talcher are the six new links the chief minister advised to sanction in the imminent funds.

"The new lines can bring prosperity along with connectivity to the needy areas. Apart from these, I have proposed to bear 50 per cent of construction and land cost for a line connecting Puri-Konark, the most important tourist section of the state and a popular international destination," Naveen noted including the state govt would prolong all help to the railway ministry for expeditious implementation of railway tasks in the state.

The chief minister also demanded four brief links connecting commercial, mining areas and ports. These include Talcher- Angul (17 km), Paradip-Dhamra (80 km), Champua-Anandpur-Jajpur (138 km) and Barsuan-Banspal-Badbil (58 km).

Even as the railway ministry has determined to drop the proposed wagon production unit at Satalapali in Ganjam, Naveen advised to set up a coach production unit in that position for which the state govt has already demarcated over 100 acres of land. Naveen also demanded a concrete sleeper vegetation at Kantabanji and Bandamunda and railway asset maintenance gadgets in Koraput-Balangir-Kalahandi districts.

The chief minister also advised to start up the East Coast devoted freight hall from Kharagpur to Viajaywada and East-West devoted freight hall from Jharsuguda to Bilaspur to verify seamless movement of freight between the approaching ports at Kirtania, Chudamani, Dhamra, Astarang and Gopalpur.

"Though both these freight corridors have been announced in the railway budget of 2016-17, no further action has been initiated," Naveen added.


Expressing concern over gradual pace of implementation despite the state govt has partnered with the railway minister, Naveen advised the railway minister to expedite one of the long pending tasks including Khurda Road-Balangir, Talcher-Bimalagarh, Jeypore-Nabarangapur and Jeypore-Malkangiri.


Earlier, Odisha govt has agreed to bear 50 in line with cent of the construction value of Jeypore-Nabarangapur and 25 in line with cent of the construction and land value of Jeypore-Malkangiri strains. It also introduced to allocate all land in the Daspalla-Balangir stretch of Khurda-Balangir link free of value and to share 50 in line with cent of construction value.

Of the Rs 5100 crore sanctioned by means of the railway ministry for Odisha in 2017-18 annual funds, the railway government have to this point spent round Rs 3100 crore.
