NEW DELHI: The Centre has instructed the National Human Rights Commission (NHRC) that the Jammu & Kashmir government's choice to withdraw FIRs in opposition to stone-pelters would demoralise security forces and embolden militants to make use of civilians as human defend for their terror activities.
