KOLKATA: Two stretches of Metro — from Mominpore to Esplanade in the Joka-Esplanade alignment and from the airport to New Barrackpore of the Noapara-Barasat direction are in limbo for the reason that railway board hasn’t yet authorized the ‘subject material modification’ of the stretches. A worried chief secretary lately wrote to the board to expedite the process because the state has cleared all roadblocks.


‘Material modification,’ in railways jargon, refers to tasks that previous railway ministers had sanctioned during the rail finances through an executive order, without the Planning Commission’s approval. It also refers to adjustments agreed upon via the railways, which requires the board’s approval for implementation.

The chief secretary, in his letter addressed to the chairman of the railway board, has urged him to approve the adjustments that were agreed upon via both the executing company and the board, announcing no building could be undertaken for the reason that adjustments hadn’t been authorized.

On the airport-Barasat stretch, the original plan was to have an increased observe from Noapara to Barasat. But since safety norms of the Airports Authority of India (AAI) do not allow for building of top structures alongside flight paths, the tracks will now be underground. This plan trade requires a cost escalation, which also requires a railway board sanction. The chief secretary, in his letter, proposed to begin via extending the link to New Barrackpore, a 3.5km stretch from the airport. There isn't any encroachment on this stretch. Metro Railway has estimated the fee after some alterations to the plan and sent it to the railway board for approval, said a senior state executive officer.


An additional station could also be being planned. In the original plan, there were two stations at the stretch: Birati and New Barrackpore. In the revived challenge, a station has been proposed at Michael Nagar.


Similarly, in the 6.5km Majherhat-Esplanade stretch of the Joka-Esplanade Metro, the state executive proactively cleared primary roadblocks after continuous dialogue with the defence establishment. The MoD has now not simplest given permission to build a station at Mominpore at the Command Hospital premises, however has also allowed an underground tunnel near Turf View, the residential complicated for defence personnel.

But the ministry of railways will have to take clearances from Calcutta HC and the ministries of culture and setting sooner than going forward with building.
