LUDHIANA: In a major setback to the civic authorities, the native bodies director has issued orders for termination of contract with a non-public company which was employed via Ludhiana municipal corporation for development of 250 stores in Sarabha Nagar. This has been done after a vigilance inquiry performed via chief vigilance officer Sudeep Manak. The native bodies division has also requested for names of erring officers who were accountable for the development of those stores, which were reportedly in-built violation of norms.
MC had employed a company for development of 250 stores underneath BRS Nagar flyover which were named good market of the town. However, hue and cry was raised when some RTI activists complained about violations and inaccurate phrases and conditions. In the letter to MC the native bodies division has mentioned that proper planning of stores must have been done prior to floating expression of hobby, tenders and agreements and good vending market stores measurement must also have been fixed as per street vending act. Its construction plan must have been licensed via some competent authority prior to execution of venture paintings. Moreover departments like PWD, National Highway Authority of India, irrigation division and police must have been consulted for permission. Also the allotment criteria and rate of stores must have been fixed via MC and personal company collectively.
It has also been pointed out that agency must have been requested for parking plan, emergency go out and stores layout plan prior to allotment of tenders. The officers have been requested to test all parameters prior to taking over the venture again.
The MC Commissioner Jaskiran Singh showed that the instructions have been gained to cancel the contract and motion could be taken according to the regulation after taking a legal opinion. Notably, MC had proposed to construct these stores closing year. It was proposed to allot these stores to vendors and vending zone was to be advanced. But neither parking proposal was made nor NOC was obtained from irrigation division on whose land these stores were to be advanced. The irrigation division had also really helpful FIR in opposition to MC for beginning the development paintings with out their approval. However the paintings of stores was also stopped. Even the charges which were fixed were not authentic and MC was now not going to avail any positive aspects via this agreement. Meanwhile the role of officers who had made suggestions in favour of the company has also come underneath close scrutiny.
The native bodies director Karnesh Sharma mentioned they have got requested the MCL to take suitable motion and cancel the agreement with company as per norms.
