UP does a balancing act with budget

LUCKNOW: The Yogi Adityanath govt, on Thursday presented its third budget with a mammoth Rs four.79 lakh-cr expenditure outlay, just weeks forward of Lok Sabha polls via doing a deft balancing act between construction and problems bordering on Hindutva. While infrastructure and welfare were given a push, a big sum has been allocated for non secular tourism, Vedic schools and a first-time-ever bonanza for cow protection.


The Budget for 2019-20 fiscal allocated Rs 622 crore on protection of stray cattle even as the last budget, apparently, had no mention of finances for cow protection or gaushalas. The center of attention on cow underlines the challenge faced via the government in dealing with the burgeoning tribe of unproductive and deserted bovines. And the transfer comes days after the Centre announced putting in place of a Kamdhenu Commission in the Union Budget presented on February 1.


On the welfare front, the BJP-led govt in the state launched a Kanya Sumangala scheme with Rs 1200-crore allocation for girls of all economic classes, who would receive govt aid from birth until the age of 18.


Another welfare scheme announced was Ayushmaan Bharat-II for healthcare of poor and prone families, who had been not noted of the Centre’s Ayushmaan Yojana. While Yogi, in his interplay with media instantly after tabling the budget via finance minister Rajesh Agarwal, described it as all-inclusive, the ruling celebration welcomed it as “mirrored image of BJP’s commitment to cultural nationalism”.


Agarwal too termed the Budget as one aimed toward inclusive progress of all sections of society, whilst specializing in infrastructure. The debt burden of UP has, however, escalated to over Rs 2.50 lakh crore, an all-time prime.


What drew consideration of economists and political observers is the style in which the Yogi govt brought cow to the budgetary centre-stage via allocating nearly Rs 622 crore underneath quite a lot of heads — Rs 248 crore for new cowsheds and their upkeep, Rs 200 crore for Kanha Gaushala and stray animal homes in urban spaces and Rs 165 crore for unproductive and deserted cows.
